The game has to be run from an account that is a member of the Administrators group, then you can uncheck the box 'Run as Administrator' in the properties sheet for the game executable ActofWar. To find the executable you can right click on the game listing in the left side of the Steam Library then select properties and the select Local Files and then click the Browse button.
